With no insulation, the inside is as cold as the outside. Exactly how are you building this building?
Necessary?
Not really necessary but-
If you have a way for some air to get into the building-and open area below the roof-you'll get natural convection of air out of roof vents.
Likewise-soffit venting w/roof vents will move air up and out of the roof-thus passively "cooling" the area under those heat seeking shingles.
I would and have done it to garages, screened porches with sealed vaulted ceilings, sheds, etc. Every litter bit helps.
Not necessary by code, based on my understanding, but it's useful to have SOME ventilation to reduce summer heat.
