I was taking a look for bidding a project, and had to go down into the crawl space. The home is built on the side of a hill, and snow melt has put anywhere from 1″- 2.5″ of water in virtually all of the crawlspace. The homeowner tells me that ‘he has seen it dry down there.’ The floors are insulated with glass batts between joists.
I don’t know how long this has been going on. The exposed surface of the pink batts appears OK (I didn’t explore that). But is the existence of this condition just a bad thing for this house long-term?

Yes it is. Sounds like the surface drainage is inadequate. Is there a swale uphill of the house to divert water? What about footing drains?
I have not made a lot of inquiry, but I expect the answer is no and no.
