I have never seen it or used it before so this is a guess.
When you have a joint of two pieces of cut drywall and need to make a smooth joint with mud, you wet the joint with water, then run this tool up and down to compress the joint. Let the joint dry, then mud and tape as usual.

That was my though, but it did not look right for that job with the "wings" on it and the long handle.

Looks like it's used to heat or melt together two pieces of vinyl cold joint seals. My brains stumoed for the right word. It's white is half way buried in a foundation pour like a keyway when you add on for length or turn a corner you have to heat the two and weild them togther.

This pic shows the tool in the corner. Obviously, the person that did that corner didn't use this tool. If they did use this tool, the mud would be scraped off perfectly clean even with the edge of the tool. The blades are stout and they leave a perfect amount of mud every time. It gathers extra mud while its dragging the corners clean.
It also pinches the tape into the corner perfectly.
This tool is very fast to use. You slop on the tape using a box or by hand, then run this thing over it.
The first time I saw a taper using one, he ran all the ceiling corner tape in three rooms and ran the tape down four feet at each corner. After slopping three rooms of tape in about five minutes, he picked this tool up and cleaned them up in half that time.
I bought one to do my last project and every corner that I used it on started out perfectly. I managed to mess them up on the cover coat!
If you drywall by hand, this is a money maker.

I'll go with BB's guess - suspicious unknown white substance on tool looks like the crust in the corners of my drywall tools. Sporty nylon roller!
