I did a graphic in paint but it won't upload. Distance to cutting blade with missing roller would be about 1/4 to 1/2 inch adjustable. See side view closeup 019.
I am betting that it is a jig for holding wide jointer knives for sharpening.
Hard to say. It would help to have a medium shots square to the front and back. Also inclusion of a scale of some sort in such shots would be most helpful.
All that said, and mostly based on general look, it looks to me to be a slate shear. A quick way of shortening roofing slates. A wild guess at best but my best one.
Your pictures are too close up. I cant fathom a guess without perspective.

It looks to be about a foot wide, has a removable blade that looks like a draw knife without the handles, probably for ease in sharpening, has a springbar loaded, adjustable throat and is made to fasten to something like a workbench.
If it's a bench tool, made to manually draw or push work through to change thickness, then the work would be rather soft.
It's an old cheese slicer.
