I’d like your advice on what brand/model of rotary hammer/chipper is best. I mainly drill 3/16″ – 1″ holes in concrete and brick but have a need for the chipping option.

There are a number of ways to achieve a level foundation and mudsill.

I recently found the same need, theBosch Bulldog fit the bill for me nicely. It won't see heavy use, but things a hammerdrill would die from.

I have a Bosch 11236VSR SDS-Plus hammer drill. It's good up to about 3/4" in concrete. It's fairly lightweight. Well worth the ~$250 price tag.
Also have a smaller, 1/2" chuck Bosch hammer drill and it's terrible for drilling anything more than 1/4" holes.
3/16-1" is a pretty big range. what do you do most? if you're doing a lot of bigger holes, spend a bit more.
i have the bosch 11248 EVS (spline bit), and for the seismic retro work i do, it is well worth it- it's almost fun to use. it also works great with a hex spade bit in heavy clay. I have abused mine a bit in the clay, and it still drills beautifully.
the bits are pricey, tho.
