There are hundreds of plaster finishes. The most common of what you're describing is called Venetian Plaster. Other names for similar plasters are Encaustica, or Marmorino. I have worked all three of these and the finishes are quite striking.
Do a search on any of them.

What if you're no good?
It sounds like you are describing a diamond finish on the plaster. But it could be the answer given by either the real plasterer or the jokester plasterers.
