I was upset that there was no duct tape in the picture, but then I saw a little bit on the a/c cover... not enough, though.

No idea on the cable really.Your pic was fine,I don't know how to extract photos and post them,so I just included the whole page from the HVAC talk forum.They have some very good people there.I really didn't intend this as a DIY slam,since I'm getting ready to do a new heating/cooling system myself from scratch.This set-up in the picture though is pretty bizarre.The extension ladder supporting the ductwork to the house does it for me.
I look at the HVAC web site occasionally and saw that a few months back, really got a kick out of it.
For other DIYs here who want some good honest HVAC advice on AC or HP (and have gone to the trouble of getting one of the cheap $25 EPA licenses -needed to avoid going to jail) on HVAC using flourocarbons, the people on that web site are as good as Breaktime advise (political crap on woodshed notwithstanding <G>)
It's gotta be for the hvac control ;)
