Will using Latex Primer on spots make the wall too shiny?
I was thinking about using a Latex Primer on patched drywall compound spots, before I paint with the regular latex. I was told that painting the spots with latex primer will make those spots SHINY behind the regular latex. Is this true? Even if I paint over the latex primer with a couple of layers of regular latex? I was also told to paint the entire wall with primer to avoid this issue…

The problem is not that it will be shiney, it's that it will be a different texture. Rolling primer and paint creates a rough dimpled texture when you look close. When you patch a hole, you flatten that texture in that area. It can be rolled out again with several layers of primer and paint, but most people don't take the time to do that.
Sometimes mix a little paint with a dab of drywall mud.
