I’m about to install new construction windows without a nailing flange in a brick veneer opening. The windows have jamb extensions are sized to be about an inch short of the exterior brick surface. Each window is custom sized to leave a 1/4″ gap around the opening that will be caulked. Do I need a window pan or water and ice to provide extra protection?

I believe like andy that it would be the ticket to be able to include some sort of flashing but one that connects to the window frame won't be possible. You could wrap the inside of the opening with a sill pan, then bring either a metal or vycor wrap (from int. framing to brick) down to it. In reality slipping the window into the opening with that in the way will be nigh impossible, especially with the sizing you have. I have relied on Urethane caulk (first backer rod) sealing the opening. You'll see what I mean on the goofy opening you have left after you remove the old window. My experience is only with removing old metal frames which were sealed with caulk only. Best of luck.
