My client has radiant floor heating in a concrete slab which runs into a storage area. The space would be ideal for a wine cellar if they could eliminate the heat but don’t want to start tearing up the floor. Any suggestions?

Insulate. A couple inches of foam should do it.
And then lay a floor over that?
I have exactly the same scenario in my home, except that I do have the freedom to turn down the heat within the storage area. I will drop the temperature in this room, however, I do not want to entirely cut off the heat on this floor, so my plan was to put a layer of poly, then a couple inches of the same rigid foam insulation that is under the existing heated floor. Place it on top of the existing concrete floor, and build the floor of the cellar on top of that. My plan is for a stone floor so I will also need a layer of concrete over the foam followed by the stone. The only thing I had not entirely decided was whether it was better to put the poly under the new concrete layer... or under the foam.
Obviously this means a single step up to get into the cellar, but in my case that is fine.

Just thinking out loud (with my keyboard) here but i wonder if you created a duct by elevating the floor so as to isolate your insulated floor you might be able to transfer the heat out. Maybe even put a small computer fan in the equation.
