Is it possible to combine parts of aluminum storm windows with wooden storms to create a good exterior look and a screen area on the bottom? Someone claims an article in FHB described such a thing. Help appreciated.

Sure -- buy the screen frame material, and make a screen frame any size you want. Then make a wood frame -- again, whatever size you want. But make the wood one such that there is a rabbett into which to set the screen frame.

Actually, there are a number of specialty companies out there that make such a product. In fact, Marvin used to make one...I actually checked it out in person, but didn't like it. There was a FHB article in the mid 90's about a remodel which showed such a product. The reason I remember is because the house is 2 blocks from mine! Owner is an archy. Google wood storm windows, but be prepared to review many pages...look for the term "combination" which means interchangeable storm/scrreen panels.
