We are working in an apartment building with new one piece tub/shower units. The owners want them to be “handicap ready” for the future so we need to install wood backing on the back of the fiberglass for future grab bar attachment. Because of the configuration of the tub, we can’t install backing in the wall. I need to be certain the adhesive won’t deform the fiberglass, will create a good bond between the wood and the fiberglass, and it needs to be thick enough to bridge the gaps in the rough surface of the fiberglass. Any suggestions would be appreciated.

I've seen the backing attached with silicone, big globs of it,use hot melt glue to keep wood in place until silicone cures.
PL Premium, hold it in place with duct tape.
All I know, I learned from Luka.
If the wall thickness is sufficient (1/4", IIRC) then don't do anything, and use Wingits to install the grab bars when needed. Just take pictures of the back of the unit so that the bars can be positioned where there are no odd shaped reenforcement strips or whatever.
Otherwise, epoxy, silicone caulk, or construction adhesive will probably work, though there's a danger of any of those separating at some point. The only sure way would be to rough up the back surface appropriately, then install the wood with a piece of glass & resin over it.
One note: If you are in an area that allows, check with a marine shop. Working on wood in boats, I occasionally need materials that are safe for fiberglass and there are a wide range available. 3M makes a lot of marine products.
ex: you could look at 25 paint strippers and even the ones that dont mention it, will eat fiberglass like a machine, or you could step into a boat store and there will be 5 options, just expect to pay a bit more.
