I am getting ready to “pour” a small section of a residential sidewalk. Do I need to use rebar or mesh? Do I need to compact the sand base other than by walking and stomping on it? One side of the 44 inch wide sidewalk will butt up to the block foundation of the house. Do I need to install a felt expansion joint? Overall lenth is about 12 feet. Do I need other expansion joints? Having never played with concrete before–any suggestions??

Compact the sand base. for a small section of a sidewalk, one of those asphalt tampers (big metal plate on a stick) will work.
Yes, use black joint between the sidewalk and the house. Or you can use pt lumber or redwood.
Around here, no reinforcing is usually done in sidewalks. Some here have said that they do it.
You don't need other expansion joints but you should scribe "control joints" into the sidewalk every five feet or so.
The sidewalk will crack and if you scribe it, you can decide where.
