So, we have removed most of the backing paper from the unpainted drywall (see an earlier post). Now we are left with some glue on the drywall, and a few minor holes where the backing paper was really difficult to remove.
So, what next? Do we put on a coat of Zinnsers to seal in whatever glue remains. ( I’m worried that if we use lots of water and TSP on the drywall, it will break down the paper too much). Do we sand off the rough spots. Do we do a skim coat of drywall compound over all of the walls.
Which comes first? We’re painting as the finish, so it has to be smooth and clean. Which won’t stick to what?

Zinnser if not something that you can put on the walls. It is a company.
They make many products. Several of them would be appropriate. Many not.
WP ahesive with show through primer and paint. It either needs to be covered or removed.
Don't be afraid of using water. And since you have got the paper off, in most cases the adhesive will come off with water and WORKING with a scraper.
So go over more.
THEN you need to look at now bad the repairs are.
If minor then go over it lightly with a sanding block to remove any thing loose.
Then skim coat over any torn paper. Sand and inspect carefully and see if you need to make any more repairs.
Then prime with a stainblocking primer Bullseye 1-2-3 is one.
If there is lots of damage or if you see bubling or if it buble when you try skim coating it then go over it with Gardz or BIN. Then sand and skim coat. Then prime.

No matter how hard you scrub, or how much DIF you put on the all, it's likely there will be traces of WP adhesive left behind. Get off what you can and rinse well. When the wall is good and dry, prime with either oil or shellac based primer (I prefer shellac based primer) to seal any residual adhesive. When that's dry, patch your dings and skim coat any major fuzzies then prime the patches (at this point, these patches can be primed with anything). Topcoat
