garage to bedroom conversion do i need vapor barrier for concrete garage floor

Several articles recommend placing a 6mil plastic sheet on top of garage slab floor. Then ground contact rated sleepers 16 OC on top of plastic with rigid foam insulation between sleepers. Bedroom floor framing then goes on top of sleepers.
With above set up do I have to worry about moisture and mold between vapor barrier and slab concrete floor?
Any other solutions?
