IMO, an engineer.
If I understand you, you want to undermine your footings and dig down since you only have about 6'8" basement ceiling.
There are methods and ways, but the load must be transferred down to the new footings.
yes, but which way is better,do i do that in section of 3-4 feet at the time,remove the concrete slab dig under the walls 3-4 feet, skip a section dig again under the walls 3-4 feet etc.
poor one walls at the time with the footing section by section 3-4 feet,drill under the walls every 16'' , put rebar with epoxy for the new section and rebar for the side when i will poor between section
is this a good way or you know a better way!

I've never undermined all the way around. Yes, that would be the way to do it but that is a serious workout.
Is it a square box with full unfinished basement?
I might consider jacking up if the exterior topo could handle it.
You would have to redo stoop, stairs, regrade, fill in siding, etc, but might be easier.

i don't thing the footing is very wide,and walls and footing sitting on solid rock!
If the walls are sitting on solid rock, how are you going to dig down? And with a finished basment, are you attempting to salvage finished basement when you do this? Correct me if i am wrong, but you are intending on undermining and underpinning from the inside right?
Regarding the how, I would invest into one of those mini skid steers that you stand on to operate and put in a ramp to access the basement.
When done, use opening for egress door.
Need to vent well due to gas fumes but that is a project that would be so labor intensive I could not imagine the end of it.
