I use the Simpson epoxy for concrete/hardware fittings. with cool weather it can take an hour, but I turn the heat gun on it and it goes off in five minutes.
If you don't have a heat gun and things are too cold for you, use a hair dryer.

Oh yeah - I heat the hole first. The mass of masonry will resist warming up if there is already epoxy and metal filling the hole, but once the mass is warmed up, then you have to work quick with the poxy

Napalm?
Get some 205 fast hardener. It will work at lower temps than the 206 will.

10-4.
tried pre-heating with a propane torch, but it blows out when level or below horizontal. a heat gun might do it. i'll also try and pickup 205 hardener.
third time's the charm.Expert since 10 am.
You might try preheating the rods, too. Gently.
How cold?
Might try this stuff, Epcon A-7.
Made by "Redhead", available through "Fastenal" and other places, it is an acrylic , good for low temps, can be used in wet holes and sets fast.
Simpson and others also make versions of the acrylics.
I quit using the other epoxies after I found this stuff.
maybe ask the guys in boston who worked on the big dig. hear they have lot's of trial and error experience
